REGULAR BOARD MEETING…..Tuesday, April 19, 2011 at 8:00 AM – NPS Office.
National Property Services office located at 7127 E. Sahuaro Drive #101, Scottsdale AZ.
HOMEOWNERS ARE ALWAYS WELCOME, and encouraged to attend, the monthly meetings of the V2 Board of Directors. HOA financial records and minutes of meetings are always available for your review. If you have questions about HOA business, please call Management at 480-443-5566 for answers, rather than accepting misinformation from individuals with a personal agenda. And, as always, your volunteer Board of Directors thanks you for your cooperation and support.
A/C alert: Because of the hail storm last October, you may discover that your A/C will not blow cold air, due to damage to the refrigerant container. Newer A/C units may have been built with hail protectors, but older units were not. This is NOT an HOA issue, but rather between you and possibly your insurance company. Your units’ ability to heat was not affected. Please be sure your repairmen have a 32 foot ladder to reach the A/C towers. They should NOT be walking on the tile roofs. Broken tiles and roofing repairs are expensive.
CHANGE IN AZ CONDOMINIUM LAW REGARDING FOR SALE/OPEN HOUSE SIGNS: Beginning on July 29, 2010, Arizona Condo Law changed to stipulate that homeowners may display ONE standard-sized FOR SALE sign and ONE standard-sized temporary OPEN HOUSE sign. These signs must be displayed on the homeowner’s property, which means inside a window. Absolutely no signage on common property is allowed, per the CCR’s of Village Two. If you have questions, please contact Management at 480-443-5566. Please be sure your realtor understands!!!!!

Candidate biographies: The following Village Two homeowners have been elected to the 2011 Board of Directors. The information was submitted by the candidates, has not been edited for accuracy of information or grammar, and is presented in alphabetical order:

Retired Teacher, Coach, Athletic Director, (Directly responsible for all Athletic Facilities, Coaches, P.E. Programs and Teachers K-12)
Chaired and Served on Boards, Committees, with annual Budgets over $400,000.
Owner and Property Manager for over thirty years. (C&C College Rentals at Univ. of Akron)
I now have the time, energy and experience to help improve and maintain our property in Village Two.
If elected, I promise to always have an open door policy and interest in your problems and concerns.
Betty Johnson…I have been a Village Two Homeowner for 12 years and have served on the V-2 Board since December, 2009. Prior to retirement I was Office Manager for the marketing firm which my husband Clyde and I owned in St. Cloud, Minnesota. Prior to moving to Minnesota, I was a teacher in a Findlay, Ohio private school. Since my appointment to the V-2 Board, I have attended all board meetings as well as several legal seminars designed to help board members better understand the various state and federal laws which must be followed by all HOA
boards.
Sammy Khaled…Condo owner since 1999 and currently serving on Village II board.
Education: BS in administrative studies from St John's University, active lisencee in Arizona in both real-estate sales, management and property, casualty insurance.

Karen Larson…I moved to Scottsdale from Reading, Pennsylvania in 1995 and purchased my unit at Village Two in March 1997. In Reading I held the positions of Vice President of Administration and Vice President of Sales and Marketing at Reading Tube Corporation, the third largest manufacturer of copper water tube in the United States. I also served on the Boards of Directors of the Reading Public Library, Reading-Berks Literacy Council and Hummingbird Hill Home Owners Association. In May 2009 I retired from my full-time position as the Parish Coordinator of Saint Matthew’s Episcopal Church in Chandler. I have served on the Board of Directors at Village Two since April 2006. During the past four years I have attended numerous seminars in order to become better educated about Arizona condominium law and the issues facing condominiums and homeowner associations.
Ken Salt…After retiring from teaching English in the Phoenix Union High School District for 45 years, I became president of the Village Two HOA Board of Directors in December 2005. I’m very proud of our accomplishments: we have improved communication, added monthly to our financial reserves, held “nearly” monthly board meetings, and have made numerous repairs and improvements to Village Two property. I attend on-going seminars which further my knowledge and understanding of current and changing Arizona condominium laws. Please support your V2 Board of Directors by returning your ballot, either by mail, or by bringing it to the annual meeting on Saturday, March 5, 2011.

Homeowners Delinquent in Assessments
At any given time, Village Two has anywhere between 20 and 25 homeowners that are behind in their monthly assessments. At the end of January, there were 25 delinquent to a total of $26k. Of the 25, seven were seriously behind, accounting for approx $23k. For the others, it seems to be a revolving door. One homeowner gets paid up, and another falls behind. Please understand that all of these individuals are pursued in a variety of ways, depending upon the situation. Delinquencies are NEVER overlooked.
Real Esate Update
The website, realtor.com , the morning of March 5, 2011, shows that as of right now, we have seven units for sale in Village 2. Six of them range from $165 - $199.9. There is a seventh priced at $122.5, but the unit above is priced at $170. A couple weeks ago, there were 10 for sale, so either three are in escrow or off the market now. Three units have sold since December, ranging in price from $52.5 to $134.1. The problem is that this area is saturated with conversions that are really cheap, so that creates a problem.

Last December homeowners received a mailing regarding insurance. Every year the Board mails out a statement of coverage in an effort to inform homeowners what their insurance responsibilities are and what the HOA covers. However, we continue running into issues that cause difficulties, so this year we had this Resolution written and then it was adopted by the Board. Your first reaction probably was..what’s this all about? It really is nothing new. It is an effort to make the stipulations already in the CCRs more understandable to homeowners and their insurance agents. This was drafted by the Village Two HOA attorneys and approved by HOA insurance, Farmers, before the Board approved it. Please read the Resolution carefully, and questions should be directed to our agent, Lee Miller, at 480-522-1172

Everybody’s favorite plumber and A/C repairman, Bob Pescatore, has asked to relay a message to homeowners. If your A/C units are old, possibly even originals, you might be in for a surprise this year when you turn on your cool air. Last October, we had a terrific hail storm. Most older units were not built with hail protection. The damage is probably not obvious, because the damage is to the refrigerant, and that affects only the cooling, not the heat. So, Bob Pescatore says lots of people are going to be calling for service the first hot day which may not be too far off. Also, please understand that this is an issue between you and your insurance company, not an HOA problem. It has nothing to do with the work that has been done on flat roofs in the towers.

Financial Compilation
We recently received the financial report for 2009. By law, every year we must have our financial records examined, either a compilation, review, or full audit of our finances. The compilation for 2009 showed absolutely no red flags, except there is a suggestion that we have a reserve study done for future projects. The Board has discussed having a full audit done after the tile roof project is completed, which will be about five (5) years since the last formal audit in 2008. DEFERRED MAINTANANCE/WISH LIST
The Village Two Board and Management are maintaining the following list of requests from homeowners. Because we are attempting to put V2 in as favorable a financial position as possible to minimize the amount of the tile roof special assessment, the only requests that are being implemented at present are requests that deal with health and/or safety issues. We ask for your patience, and want you to know that your requests will be prioritized and addressed after the tile roof project is funded.
1. Trees (excluding palms, which will be done in June or July) throughout Village 2 are going to be “manicured” soon. The contract has been given to Turner Tree Management. However, scaling of trees, and replacement of trees and bushes, are all on hold.
2. Gravel…there are many areas where the water sprays onto buildings, and where there should be a “buffer” of gravel. This typically requires moving water lines, installing brick borders, and planting new shrubs.
3. Oleanders along Purdue are being cleaned along the roots to eliminate rats. However, the tops are not being trimmed.
4. Parking lot islands. Because of the age of V2 infrastructure, the water supply to these islands has, in many cases, stopped working. Digging up the asphalt and replacing the pipes is cost prohibitive. These islands will be replanted with cactus when funding is available.
5. Entry sign at Purdue/91st Street. The existing sign was originally intended to be only temporary, and be relocated to Mission Lane/92nd Street, with a new sign at Purdue.
On-going Projects (routine)
1. Rat/pigeon, gopher control
2. Landscaping: bushes, lawn maintenance
3. Building upkeep: painting touch-ups, roofing repairs as needed
