2012 MONTHLY ASSESSMENT COUPON BOOKS…will be in the mail soon. Please notice that the 2012 assessment remains at $204 with $34 going directly into reserves towards the tile roof project. Late fees beginning in January will increase to $30. Thanks to all of you who are up-to-date with your 2011 payments. INSURANCE INFORMATION will be in the same mailing. Please read carefully as it explains HOA/homeowner responsibilities.

RATS…PLEASE be sure your trash is thrown into the dumpster bin. We are doing our best to eliminate the rodent problem, but we need everybody’s cooperation. Do NOT leave out birdseed, pet food, anything that might be attractive to rodents or other animals. Thank you.

POOL C…is a NO SMOKING area, and no glassware means NO GLASS BOTTLES. Please do not leave towels or anything else hanging over balcony railings.

SPECIAL ASSESSMENT…information will be mailed to homeowners in January.

HOLIDAY DECORATIONS…McCormick Ranch CCR’s stipulate that all holiday decorations must be removed by January 15, 2012.

Elections....It will soon be time to elect volunteer board members for 2012. If you are interested in being a part of the decision-making process, please contact Management. We’re always looking for volunteers who can do things faster, better, and cheaper!!

Roof projects…We are continuing with cleaning and refurbishing the towers where the A/C units are held. This is not the tile roof project.

Air conditioning repairs…Please be sure your repairmen have a 32 foot ladder to reach the A/C towers. They should NOT be walking on the tile roofs. Broken tiles and roofing repairs are expensive.

Rats + Garbage…PLEASE be sure your trash is placed IN the dumpster bin. Trash on the floor of the enclosure encourages rats, ants, etc. Please close sliding doors and lids.

Financial Statements…All Village 2 homeowners have received a third-quarter statement regarding account balances. If yours shows an Amount Due, please return the upper portion of the statement with a check to bring your account current. Even small amounts soon add up to create a deficiency for your HOA affecting services HOA is able to provide. .

Concerns…If you are aware of an issue (repairs, violations, safety problems, etc.) that needs to be brought to the attention of the HOA Board or Management, please call MANAGEMENT at 480-433-5566.

CHANGE IN AZ CONDOMINIUM LAW REGARDING FOR SALE/OPEN HOUSE SIGNS: Homeowners may display ONE standard-sized FOR SALE sign and ONE standard-sized temporary OPEN HOUSE sign, or ONE For Rent/Lease sign. These signs must be displayed on the homeowner’s property, which means inside a window. Absolutely no signage on common property is allowed, per the CCR’s of Village Two. If you have questions, please contact Management at 480-443-5566. Please be sure your realtor understands!!!!!

UPDATE...Special Assessment

REGARDING: TILE ROOF – SPECIAL ASSESSMENT UPDATE
DATE: SEPTEMBER 2011

It is once again time to remind Village Two homeowners that in January of 2012, homeowners will be informed of the exact dollar amount of the special assessment to refurbish the tile roofs of the 12 buildings of Village Two.

HISTORY: In January 2010, the Board was advised that because of the age of the buildings, the end of the reasonable life of the tile roofs was probably within two years. This information was then passed along to homeowners at the annual meeting of homeowners in March of 2010. The Board and Management began calling for bids from INDEPENDENT roofing inspectors. We were looking for somebody with outstanding credentials, excellent recommendations, who had absolutely no connection with any roofing contractor or Board/Management people. Submitted bids were studied and discussed, and Louis Hunt (LHunt@prmteam.com) of PRM Consulting Services (http://www.prmteam.com/) was chosen. Mr. Hunt did the inspection on March 1 and 2, 2010. He attended the annual HOA meeting on March 6, 2010, and presented his findings. The official report is 37 pages long, including the written report and pictures. If you have not already read the final report, please contact Management with your e-mail address, and it will be sent to you electronically. Each building was inspected for tile underlayment and condition of tile installation. The underlayment was found to range from poor to bad condition. Multiple conditions were found where tile coverage was poor or non-existent leaving the underlayment exposed to ultraviolet (UV) degradation and exposed to the weather. Deficiencies found were uniform on each building inspected. No individual building could be considered better or worse from another. Photographs were provided allowing the deficiencies to be observed per building. Between June and November 2010, the Board mailed out some seven newsletters updating homeowners on the status of the project giving homeowners an opportunity to ask questions and offer input.

Finally, in the November 2010 newsletter, on the basis of homeowner input and questions, homeowners were informed:
1) The tile roof project and the special assessment will proceed. However, instead of beginning in January of 2011, the project/assessment will be postponed until January of 2012. This delay should be helpful for the many homeowners on fixed incomes who require more time to raise the money, and hopefully, the economy will be more stable by then so that units now involved in trustee sales will have been acquired by new owners.

2) To increase Village Two reserves and make more reserve money available for use on this project, the Board has decided to raise the 2011 monthly assessments from $170 to $204. Your extra $34 will go directly into reserves to be available for this project. This
means that come January 2012, each homeowner will need to pay a smaller special assessment amount.

3) This extra $34 will be collected for all of 2011, beginning January 2011. When the 2012 budget is prepared, a decision will be made as to how much the monthly assessment will be for 2012, and how much of the monthly assessment will go into reserves. Once the roof project is completed, the Board plans to have a reserve study professionally done to ensure that the Village Two reserves are appropriately funded. Please understand that the Board is dedicated to keeping monthly assessments at the lowest possible level while maintaining the property at a high standard.

September 2011….the Board has now authorized Louis Hunt of PRM Consulting to begin the process of contacting roofing contractors with the roof specification documents. The current plan, subject to change, is that by December 2011, the Board, Management, and Mr. Hunt will have reviewed the bids and will have selected a roofing contractor. In January 2012, homeowners will be advised of an exact dollar amount that each homeowner will be assessed. At this point, we anticipate that the funds will be collected by May 31, 2012 with the work beginning in September or October 2012, hopefully completed by the November/December holidays.

In the meantime, the towers (mechanical wells) of eight buildings (where the air conditioners are located) have been thoroughly cleaned and re-foamed. Towers of the remaining four buildings will be completed soon.

The Village Two Board of Directors will make every effort to continue keeping homeowners informed and updated as we move toward January. This process has been long, and as always, the Board appreciates the support, cooperation, and input of the 164 Village Two homeowners to make this project successful.

V2 Bd Resolution - Recording meetings

Board of Directors Resolution Regarding Recording AnnualMeetings, Special Membership Meetings, and Board ofDirectors Meetings
Village Two, Inc. Condominium Association

WHEREAS, A.R.S. §§ 33-1248 and 33-1804 require condominium and plannedcommunities to permit people attending annual meetings, special membershipmeetings and board of directors meetings open to the membership to record orvideotape the meeting;
WHEREAS, A.R. S . §§ 33-1248 and 33-1804 permit condominium and plannedcommunities to adopt reasonable rules governing the taping of open meetings ofthe board of directors and membership;
THEREFORE, the Board of Directors hereby adopts the following rules regardingrecording annual meetings, special membership meetings and board meetings opento the membership as follows:
1.The person intending to record the meeting must provide 24 hours advancenotice to the community manager, President or any member of the Board ofDirectors of the intent to record the meeting in writing via e-mail or fax.
2.The person recording the meeting must verbally indicate to the communitymanager, President or person running the meeting at the start of the meetingthat he or she is going to record the meeting.
3.The recording device must be visible to the board of directors at all timesduring the meeting while the device is recording.
4.All videotaping must be on a tripod and must be located in the back of theroom.
5.Videotape tripods cannot obstruct the view of people attending the meeting.
6.The Board of Directors shall have a right to receive a copy of the recording,at Association expense.
7. All recording devices must run on batteries. The Association cannotguarantee that power will be available in the meeting space and power cordscannot create tripping hazards for other attendees at the meeting.

This is a reminder of some of the Conditions, Covenants and Restrictions / By-laws. Please review pages 36 - 39 of the CCRs. If your condo is a rental, please make a copy of this information available for the convenience of your renters. Paragraph 1, pg 39 of the CC&Rs explains the Board’s authority to levy fines upon the Owner of any unit in violation.

Occupancy
No commercial/business activities, or signs of any type, are allowed
(Exception: ONE “for sale” and ONE “open house” (when appropriate), ONE “for rent/lease” sign per condo INSIDE WINDOW is permitted. No signage allowed on common property. (Contact Management for details)
No gas or charcoal grills permitted on balconies or patios…this is a violation of City of Scottsdale fire law. Only electric grills are acceptable. The Fire Department will be called to cite violators
Dogs larger than 15 pounds are prohibited. Dogs must be leashed, and PLEASE CLEAN UP after your pet
Signed permission from HOA board is required for satellite dishes and all other changes/additions to Village Two property (front and/or back)
Rentals must be for a minimum of 30 days & the CCRs do allow that a copy of the lease may be called for by the Board of Directors
Patios/balconies are not to be used for storage, and only typical patio furniture is allowable…no overstuffed chairs/couches
No items of any kind (towels, rugs, clothes) may be hung over railings
No bamboo-type shades may be hung on patios or balconies
Christmas/holiday decorations must be removed by January 15 (per McCormick Ranch CCRs)

Vehicles
Numbered spaces are assigned to condos. Please use your assigned space as guest parking fills up during the winter months. No parking on streets.
Parking of Trailers, RV’s, sport equipment is not allowed on Village Two property
Bicycles should be locked to an available post near your covered parking space and
should not be parked on front entry door porches or in atriums.
No unsightly vehicles allowed


Pools and Tennis Courts
Quiet time is 10:00 PM to 7:00 AM. Please be considerate of poolside homeowners
Pools and tennis courts are for the use of homeowners and their guests. Please be prepared to prove your status if you are questioned as we attempt to remove trespassers.
All eight (8) pools and the surrounding decking are NO-SMOKING areas
Children under 14 must be accompanied by an adult and are not permitted in the hot tub for health reasons
No pets allowed in pool area
Please read and be familiar with signs at the pools and tennis courts.
