Near the beginning of 2010, the Board was informed that the condition of the roofs of the twelve buildings of Village Two was such that it was necessary for us to consider major refurbishing. The Board began the project by seeking a consultant who could guide us through the process. After looking at a variety of applicants, the Board selected Louis Hunt of Professional Roofing Management (www.prmteam.com). The severity of the roofing situation was supported by the increasing calls from homeowners for roof repair, as well as a report from Mr. Hunt, presented to the homeowners at the annual HOA meeting on March 6, 2010, indicating that the tile roof was at the end of its life expectancy. Since that time, the Board, along with Mr. Hunt, Management, and an ad hoc roofing committee, has spent countless hours studying and researching the project. In an effort to keep homeowners involved, the Board has mailed several newsletters updating the progress. Homeowners have also been invited to attend the monthly board meetings to discuss their concerns.
In November, 2011, a document titled, “Project Manual and Specifications” was sent to several highly-regarded roofing contractors, making certain that each contractor would receive identical information concerning the project, and inviting them to bid. After studying the qualifications of bidders and their bids, the Board awarded a contract for the tile restoration project to Classic Roofing LLC. (ROC168636 K-42) at the December 6,2011, board meeting.
The Board is now able to present the following information regarding the special assessment for the refurbishment of the tile roofs:
1…Each homeowner will be assessed a total of $2,400 per condominium owned in Village Two.
2…Payment Options: You may
a) Make one (1) payment of the entire $2,400 by Wednesday, February 15, 2012,
OR
b) Make the first of six (6) payments of $400 each by Wednesday, February 15, 2012, with the remaining five (5) payments due by the 15th of the months March – July,
OR
c) Make the first of twelve (12) payments of $200 each by Wednesday, February 15, 2012, with the remaining eleven (11) payments due by the 15th of the months March – January 2013.
We encourage homeowners to choose the one-payment option. However, we understand the current economic climate may preclude this option for some homeowners. These payments are in addition to the on-going monthly assessments of $204. There is a burgundy coupon booklet for the special assessment enclosed with this mailing. Please notice that after choosing a payment plan, late fees of $30. will be levied upon all delinquent payments. Obviously, we must rely on the support of the 164 homeowners in Village Two for prompt payments so that this project can progress in a timely manner and conclude before holidays in December 2012. The Board conscientiously listened to the concerns from home-owners and has sincerely attempted to make this assessment as homeowner-sensitive as possible.
In preparation for the project, all of the mechanical wells (the towers where the A/C units are located) have been cleaned and refoamed to eliminate leaking problems in those areas. As of now, we anticipate the tile refurbishing project will start approximately March 1, 2012, with funds we have already collected into reserves. Beginning last January of 2011, homeowners were asked to pay an extra $34 monthly which went into reserves. Although the final cost of the project is more than originally anticipated, these funds, in addition to money saved by careful use of operating funds, has allowed us to keep this special assessment as low as possible, accumulating approximately 38% of the final cost, and permitting us to move forward early in 2012.
Special thanks to those homeowners who helped the Board through this process: to Louis Hunt, whose expertise we have relied on so much and will continue to do through the completion of the project; and to Ashley Hammer and Joe Wlezniak, National Property Services, who assisted us in “doing the math” so this project, which has been in the works for nearly two years, will be successful.
